</xg-mini-layer></div><p></p><p data-track="1"> <strong>央视网消息</strong>（新闻联播）：科技自立自强是国家强盛之基。习近平总书记指出，要瞄准世界科技前沿，抓住大趋势，下好“先手棋”，实现前瞻性基础研究、引领性原创成果重大突破，夯实世界科技强国建设的根基。党的十八大以来，我国科技投入大幅提高，人才队伍不断壮大，科技产出量质齐升，成功列入创新型国家行列，正向世界科技强国阔步前行。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="2"> 在中科院合肥物质科学研究院强磁场科学中心，研究人员张欣正在测试强磁场对于生物体健康影响的规律。从哈佛博士毕业回国的她，十年间见证了科学岛稳态强磁场从无到有、从刚刚起步到不断刷新世界纪录的过程。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="3"> <strong>中科院合肥物质科学研究院强磁场科学中心研究员 张欣</strong>：在我们强磁场中心建这些磁体之前，我们如果想做强磁场的话只有两个选择。一个是买商用的，但商用的磁场强度都不是很高，然后另外一个（是）出国去做，那就很麻烦，大部分生物样品是没有办法带的。现在我们强磁场有了自己的一些硬件设施之后，给我们中国的科学家提供了一个非常好的，可以和全世界科学家平起平坐、同台竞争的机会。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="4"> 习近平总书记指出，基础研究是科技创新的源头，加强基础研究是科技自立自强的必然要求。从党的十八大提出创新驱动发展战略到十九大提出创新是引领发展的第一动力，从十九届五中全会提出加快建设科技强国到两院院士大会进一步强调要实现高水平科技自立自强，以习近平同志为核心的党中央把科技创新摆在国家发展全局的核心位置，提出了一系列奠基之举、长远之策。</p><p data-track="5"> 基础研究的突破离不开大科学装置的支撑。十年间，我国大科学装置从寥寥可数增加到50余个，逐步夯实了我国原始创新的根基。遥望星空，“中国天眼”FAST已经发现了660余颗新脉冲星；探秘微观，我国第一台高能同步辐射光源正在建设，将照亮科学家探秘微观世界之路；捕获未知，在700米深的地下，江门中微子实验核心探测设备正在安装，将进一步揭开宇宙起源的未解之谜。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="6"> 科技成果的大量涌现离不开系统性的支撑。十年间，我国科技领域形成了从指导思想到战略部署再到重大行动的完整体系，基础研究和战略高技术领域一批世界级科技成果加速涌现。“慧眼”直接测量到迄今宇宙最强磁场，量子计算原型机“祖冲之号”成功问世，“神威·太湖之光”超级计算机首次实现千万核心并行第一性原理计算模拟。</p><p data-track="7"> 基础前沿领域的研究探索成为推进产业快速升级的“利器”。十年间，高速铁路、第四代核电等都进入世界先进行列，5G研发和应用场景深度拓展，在大算力和超级计算支撑下，数字经济蓬勃发展。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="8"> <strong>科技部基础研究司司长 兰玉杰</strong>：习近平总书记指出，基础研究是整个科学体系的源头，是所有技术问题的总机关。基础研究要从经济社会发展和国家安全面临的实际问题中凝练科学问题，弄通“卡脖子”技术的基础理论和技术原理，为加快实现科技自立自强，建设世界科技强国奠定坚实基础。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="9"> 这是科技投入力度空前的十年。全社会研发投入从2012年的1.03万亿元增长到2021年的2.79万亿元，基础研究经费增至十年前的3.4倍。</p><p data-track="10"> 这是我国构建起成体系的战略科技力量的十年。中国特色的国家实验室体系加快构建，高水平研究型大学、国家科研院所的科研能力持续提升，原始创新策源地功能不断增强。</p><p data-track="11"> 这是我国科技人才队伍不断壮大的十年。我国研发人员总量稳居世界第一位，人员数量增长近1倍。</p><p data-track="12"> 这是我国科技进步最大、科技实力提升最快的十年。据世界知识产权组织发布的全球创新指数排名，我国从2012年的第34位上升到2021年的第12位，是世界各国中唯一持续快速上升的国家。</p><div class="pgc-img"><p class="pgc-img-caption"></p></div><p data-track="13"> 十年来，在以习近平同志为核心的党中央坚强领导下，我国科技事业发生了历史性、整体性、格局性重大变化，中国科技创新的巨轮正在向着实现高水平科技自立自强、建设世界科技强国的目标全速前进。</p>
